Resolution: Fixed
The original problem, user vm not being deployed is invalid. Because implicit
planner requires empty host (no user vms and no system vms running). And
therefore the testcase failed. Added a check to ensure test is run, only if
empty host is found.
If the test is always skipped it needs an environment where empty hosts are
found. If we find that even though empty host is present and yet the test is
skipped a new defect should be filed.
