As per Test plan

Creating vlan range using an existing vlan range should fail. But while writing 
automation tests it was found that it succeeds. 

Steps to reproduce:
Create a vlan range e.g. 921-925
Now add same vlan range i.e. 921-925

Error messages is not thrown.
