Following needs to be fixed:

1) Add VPC to the list of services for VPC. This service will determine if
StaticRoute/PrivateGateway can be applied
2) When apply those services on VPC, check vpc_service_map table.
3) During the db upgrade, add missing service/provider combination to
vpc_service_map.
