Tests to be added for support of Netscaler in VPC as external LB provider.
Plan is to write tests will be created using ddt
(http://ddt.readthedocs.org/en/latest/example.html) so that new test scripts
need not be written but existing ones can be modified.
This bug will be used for tracking all the tests related to this feature
automation
