Description: Root volume metering is required if we allow custom disk
offering while vm creation using template. (was: We have provisioning of
resizing data volumes. With this feature we should be able to resize root
volumes also. Mostly we should allow only expansion of root volumes.
Need to implement for xen, vmware and kvm hypervisors.
