If the VM can access the data disk then that scenario should be allowed
- if the root disk is at zone scope and the data disk is on the same host as
the vm instance then attache should be allowed
- if the root disk is at zone scope and the data disk is at cluster scope then
attach should be allowed if the vm and the data disk are in same cluster.
