Server startup fails while rescheduling snapshots as per set policies:
2013-10-14 10:04:06,052 ERROR [utils.component.ComponentLocator] (main:null)
Unable to load configuration for management-server from components.xml
java.lang.IllegalArgumentException: HOUR_OF_DAY
The issue is caused when the timezone of the policy undergoes DST changes.
