introduce template to one zone
use copy template to add all other zones
notice that in the template cross zones field is still false event though the
template is cross zones and if it will be deleted from one it will be deleted
from all of them.
specially problematic when registering a template from a snapshot (so cross
zones is not an option as a parameter during registration.
