Description: In an environment with a large amount of templates it would be
good to have a way to create template groups and add the templates under them.
This way if the user was looking for templates of a certain division they
wouldn't have to scroll through hundreds of other division's public templates.
There would be a tabs for each group to make the specific template easier to
