Repro steps:
1. Add a VPN connection
2. Create VPN user
3. Use this user to connect to the created VPN connection
4. Add /delete any other user
Bug:
VPN connection created in step 3 will be disconnected
Expected result:
VPN connection should not disconnect when the user with which we have connected
is not touched in any ways.
