Steps to reproduce:
1) Have 2 accounts in the system. Account1 owns 1 VPC, Account 2 doesnt own any
vpcs.
2) Execute updateResourceCount for an account2.
Bug: resourceCount for VPC is reset to the total number of VPCs in the system,
although account doesn't own it. There is some bug in VPC dao that leads to
that.
