test_vpc_network_pfrules.TestVPCNetworkPFRules.test_08_network_services_VPC_DeleteAllPF
and
.test_vpc_network_pfrules.TestVPCNetworkPFRules.test_10_network_services_VPC_DeleteAllMultiplePF
sometimes fail to wget from spawned vm. It seems that httpd is not installed on
the vm. These testcases sometimes are successful which means that httpd is
installed and running. Default template is used to spawn the vm.
