Created few Vms on KVM and VMware and checked if httpd service is running on 
them, also checked on existing running vms, every vm had httpd service running.
Ran the test cases on KVM and they ran successfully.

The issue seems intermittent. Test case fails when httpd service is not running.

The reason why httpd service does not get started on some vms is still not 
known. I was able to reproduce this issue on XenServer earlier but the issue is 
not hypervisor specific as the test cases have failed on KVM in daily runs.
