when the kvm.snapshot flag set to false,able to to take snpashot on stopped VM
but unable to take snapshot on detached volume from UI because not showing
snpashot icon option on detached volume so reopening this bug as its partially
fixed.[i.e unable to take snapshot on detached volume]
