defined IP Range in Shared Network

Steps:

1. Configure F5 Loadbalancer to work with Cloudstack Shared Network
2. Configure Adv Zone 
3. Created Shared Network offering with DNS/DHCP as VR , Loadbalancing as F5 
4. Create a Shared Network with above Offering by specifying the VLAN ID , IP 
range with a scope of ROOT domain and allowing the child domains 
5. Deployed a VM using this shared network. 

Observation :
1. F5 device got a Self IP .  This Self IP is supposed to be coming from the 
Shared Network Defined IP range.  But It is not honoring the Start and End 
Ipaddress defined by Admin . It is picking the guest IP for F5 from the 
complete CIDR of these IP's  and not from the defined Range.

Ex:

Provided Range is : 10.102.198.10 to 10.102.198.20 

But the guest IP assigned to F5 is 10.102.198.84. 

Impact: 

Issues observed with VM accessibility as this IP was being in a different 
setup.
