The test case fails because it is invalid for basic zone.
The test case tries to restart the VR in a particular account but basic zone
does not have different VRs for each account, it has only one guest network in
a particular zone and hence only one VR.
The test case fails while listing the Router of the particular account in which
Vm has been deployed.
This test case should not be run in basic zone. Remove the tags "basic" and "sg"
