Description:
The test case is trying to create multiple guest networks in an account which
is invalid scenario for the basic zone setup.
In basic zone, you can have only one guest network per zone.
Remove the tags "basic" and "sg" so that this test case does not run on basic
zone.
Also fix this for
component.test_resource_limits.TestMaxAccountNetworks.test_maxAccountNetworks
