Sangeetha Hariharan closed CLOUDSTACK-4693.

Tested with latest build from 4.2.1.

Created a zone with 3 physical networks:
network1 had management and storage traffic 
network2 had public traffic 
network3 had guest  traffic 

When trying to create a network for the above zone , only network3 was listed 
in the Physical Network drop down,

Following are the API calls made by UI:
