Description:
SSVM/CPVM needs to be handle the scenario of agent going to 'Disconnected'
state.
One way is to create a new SSVM/CPVM if the agent state goes to 'Disconnected'.
Once the old SSVM agent state comes back up, the new SSVM can be manually
destroyed.
