Description:
The test cases failed with the error because the network from earlier test
cases did not get deleted.
Following test cases failed:
test_11_egress_fr11
test_11_1_egress_fr11

The test cases failed with the error because the network from earlier test
cases did not get deleted.
Also, in that case, if one isolated network is present in the account, there is
no need to create another network of the same type before deploying virtual
machine.
