When a multiselect action is performed in the UI, the header is not reset to
only show non-multiselect actions once the action completes.
For example, on UI instances:
1) Select multiple items (note that 'Add Instance' is removed and 'Take VM
Snapshot' is added)
2) Take a snapshot of the VMs
3) When the operation completes, notice that the header still shows 'Take VM
Snapshot' even though no rows are selected.
