Fix For: 4.3.0
Cloudstack is allowing snapshots of storage volumes to be taken even when
kvm.snapshot.enabled is set to false (default). The instance when shutdown
allows user to take a snapshot of the volumes attached to it.
Expected:
-----------
Snapshots on KVM should be allowed only when global setting is true.
Actual
-------
Snapshots of shutdown instance can be taken even when global setting is false.
