When instance is shutdown, the global config should be ignored, and snapshot
can be taken regardless of the hypervisor type.
When instance is running, and kvm.snapshot.enabled=false, you shouldn’t be able
to take KVM snapshot. When flag is set to true, KVM snapshots are allowed.
