The issue was previously tracked under CLOUDSTACK-5633. It is separated because
it is a different failure and needs to be investigated further with the help of
management server logs.
I will be able to pursue this when it next time fails in the daily build so
that I can look at logs.
It is not reproducible manually in local setups.
