Expected Behavior:
For VPC networks we have ACL/PF/LB configurations under Network->VPC->VPC
configuration.
So there is no meaning for the UI under Network->GuestNetworks->Click on VPC
tier network->IPaddresses for firewall/PF/LB configurations.
Those configurations should not be there for VPC networks as they are already
present under VPC networks tab.
When trying to configure the firewall rule from Network->GuestNetworks->Click
on VPC tier network->IPaddresses ,Error message is displayed as "there is no
new provider for ip "10.x.x.x" of service firewall.
