    Resolution: Fixed

This is not a vCenter 5.5 specific issue.
The same issue has been reported - 
[https://issues.apache.org/jira/browse/CLOUDSTACK-5721]. 

To migrate ROOT volume, as a workaround migrate the instance that the ROOT 
volume belongs to the desired primary storage.
