Fix For: 4.4.0
Create a custom compute-offering by the name 'm1.small', delete the offering
and create a new one by the same name 'm1.small'.
Now repeatedly try to launch instances using ec2-run-instances. Sometimes the
launch will fail with error ' Unable to find service offering by id'
