Description:
1. Provide an automated facility to log an issue under jira once a test case
failed.
Design:
1. This facility will be provided as "Enabled\Disabled" under configurable
option.
2. The ticket will be raised only when it is enabled for a failed Test case
only.
3. The ticket uses some metadata of the run to identify the version, build,
feature etc to log a ticket.
4. The ticket raising uses the jira api's to log the ticket. Currently, will
provide support for jira.
5. The facility will be integrated automatically under Marvin, so that test
case writers need not worry about logging the issue.
