Description:
1. Create a VPC network with cidr 10.1.1.1/16
2. Create a persistent network offering with all services through
VpcVirtualRouter (Dhcp,Dns,SourceNat,PortForwarding,Vpn,Lb,UserData,StaticNat)
3. Try to add tier to VPC with this network offering
4. Operation fails with error "Failed to add VPC router VM to guest network"
Mgt-Server Log attached.
Please note that if Persistent flag is unchecked in the service offering
keeping everything same, it works.
