Verified that root admin is able to add any network (shared ,vpc, isolated
belonging to any account /domain ) to any VM belonging to different account and
domain
Verified root admin able to add any network to its own account VM
Verified any non root domain user /admin able to add networks only belonging to
its own account / domain (in case of shared network)
