steps to reproduce
-------------------
1-prepare CS setup with two host
2-deploy a vm
3-create a SO say "TG" with host tag(say h1)
4-stop vm created in step 2 and change service offering to "TG"
5-start vm
Expected
=========
vm deployment should fail since there is no host with tag h1
Actual
======
vm got deployed on last host
my observation
===============
vm always choosing last host, irrespective of tag.
