The new configuration parameters added the following fields:
- default value
- update time
- takes effect dynamically

Upon upgrade, the default value may change to reflect the latest known best
default value for a parameter. When that happens the update time is set for
the value. If a parameter has been obsoleted, then the update time column will
have a null value. Admin can use this information to evaluate whether or not
they should update their config values after an upgrade.
The takes effect dynamically parameter reflects whether a change can take
effect immediately. If so, admin can look at this parameter to know if they
need to reboot the management servers for it to take effect.
