ensure sequence numbers are honoured while processing
OvsVpcPhysicalTopologyConfigCommand and OvsVpcRoutingPolicyConfigCommand.
On the scripts that process these commands, should check the last sequence
number stored in the bridge, only if the update is latest (i.e. sequence number
in the command > the last sequence number stored in hte bridge config).
