I tested this with CloudStack 4.3 and migration is working for me:
1. Created data disk on NFS
2. Migrated to RBD from NFS
3. Migrated from RBD to RBD
All 3 steps worked just fine. The disk moved from all Primary Storages.
I think this was resolved by some other fixes I made and backported into the
4.3 and 4.4 branch.
For now I'm resolving this one. If it comes up again, please re-open.
