OVS distributed routing: ensure tunnels are created if not created already when 
OvsVpcPhysicalTopologyConfigCommand update is recived.

Currently if the tunnel creation fails, there is not retry logic. So use 
OvsVpcPhysicalTopologyConfigCommand updates as an opputiunity to ensure proper 
tunnels are established between the hosts.
