problem:OVS:VPC:UI: Add new tier wizard allowing to add non OVS enabled network
to VPC created with OVS+distributed VPC VR
Steps to Reprodude:
================
1.Bring up CS in advanced zon
2.create a vpc offering with OVS and along with other all supported services
3. create a VPC with above network offering
4.try to create non ovs network(i.e network created default isolated vpc
offering) on ovs based VPC.
actual result:
allowing to add non OVS enabled network to OVS enabled VPC
expected result:
it should not allow to add non OVS enabled network to OVS enabled VPC.
