It can be advantageous in some systems to be able to choose the job id that
cloudstack uses, when cloudstack is just a portion of a larger system. e.g.
when we are listening for events we can match an event's job id to something
created by the caller rather than having a race condition of waiting for the
cloudstack job id and listening for the event completion.
