    Resolution: Won't Fix

Not planned to fix the problem yet. When VM's host VM is in accessible state 
(host down), VM will be marked as disabled in vCenter, currently CloudStack 
does not handle this case automatically due to unsafe operation to vCenter 
about this VM at disabled state.

Recommended way to work around the problem is to always enable vCenter HA.
