Fix For: 4.5.0
Most VMs don't need PXE (We may be able to add a PXE server to the VPC router
someday, however). Especially system VM nics have no need for PXE. System VMs
have many nics, slowing down boot significantly while the nics load the ROMs,
therefore, disable PXE ROMs for system vm nics.
