steps to repo
===========
1-prepare one cluster+one primary storage (say ps1) CS setup
2-deploy a vm
3-create volume and attach to vm
4-detach volume
5-add another primary storage ps2
6-migrate volume to ps
7-Check Disk allocated for PS
8-delete the volume wait for storage cleanup thread to run
9-check Disk allocated
Expected
========
Disk allocated should be zero since only volume got deleted
Actual
======
Disk allocated remains unchanged
