Resolution: Cannot Reproduce
Gaurav, I followed the steps mentioned in the description but wasn't able to
reproduce this issue. A tier created using persistent offering was successfully
added to the VPC.
I am on 4.4.-forward branch (top of commit -
53caad512a18ea651b593eba9f4bf431d2ac66a2).
