This is by design that VLAN tables are piggy-backed to store and book keep GRE 
keys specified at zone physical network creation.

WE need a design changes in createPhysicalNetwork, to take VNI range when 
isolation type is not  GRE and upgrade path if there are any GRE tunnel network 
to move the data persisted in VLAN tables to GRE specific tables.

Since this is a bigger design change, will move it out to 4.5
