When a zone is dedicated to a domain, and there are HA hosts in the zone, a
disconnect of a host triggers HA on the vms on it. But in a dedicated zone the
vms fail to restart on the HA host.
The issue is because the HA is triggered by the System account belonging to the
root domain and the domain access check fails hence the failure.
