Modifying Global settings such as cpu.overprovisioning.factor does not affect
already provisionned cluster. Some Global Settings are now use as default
templates when creating new clusters and changing them will not affect existing
clusters. To update settings like cpu.overprovisioning.factor it has to be
change at the cluster level and not global settings.
The documentation (admin guide) should cover this post installation type of
tunning.
