Murali Reddy resolved CLOUDSTACK-7191.

Resolution: Fixed
For the networks with VR as the only provider, restarting the network will not
result in the clean up of the rules even if restartNetwork is called with
cleanup=true option. VR should get destroyed immediately followed by recreating
the VR followed by reprogramming the rules.
