I can confirm this. After a fresh installation with 4.4.0 on CentOS6 with a 
XenServer 6.2 compute node (with local storage), I end up with the same result 
(v-?? VM has the XenServer "pause" symbol, but there's only "Force Shutdown" 
and "Force Reboot" available)

After hitting "Force Shutdown" on XenServer and waiting a few minutes, it 
starts and is running now. Nevertheless I still cannot create new instances.
