Summary: wrong message when trying to upgrade a running VM

Repro steps:
1. Create a VM with small service offerings ( i did it on LXC hypervisor)
2. While VM is running change service offering
Bug:
We get message This operation not permitted for this hypervisor of the vm
Expected Result :
Message should be related to VM should be stopped while changing service
offerings
