CloudStack is not generating the VOLUME.DELETE event for VM's which are failed
to be deployed. That is if the VM deployment is failed for some reason. The VM
state is updated as ERROR and cleanup is performed to release the resources
allocated to the VM. As a part of cleanup volume state is updated as 'DESTROY'
but no VOLUME.DELETE event is generated causing the usage issue customer is
seeing now.
