Deprecate changeServiceOffering API in 5.0. This api allows changing service
offering when the vm is stopped and is a 'sync' api.
There was a new api called scaleVm api which is 'async' and supports scaling a
vm when stopped or running and should be always used. For backward
compatibility changeServiceOffering API still exists and should be deprecated
in 5.0
