Description:
Openvswitch plugin at Network Service Providers has duplicate names - "Ovs" and
"OVS".
1. Pushing "OVS" does nothing. Management server log does not log anything
2. Pushing "Ovs" generate error at managment server log:
Api Discovery plugin was unable to find an api by that name or process
